The Blackwater Tarpits are located in Huggs Chaparral. Like all tar pits they are a geological occurrence where subterranean "bitumen" leaks to the surface creating a lake of asphalt. To most creatures this looks just like a normal watering hole and they will come to drink from it. However many get stuck or fall in and cannot get back out.
