The balgalloon formed when a Membranae infinitus ate a torus balgae. But it failed to digest it, similar to how the Balgaechaos formed. This mutation was favored since the "balloon" like shape made the balgalloon follow the current better, making it come up to the surface better, and travel to warmer areas with more sunlight. From the beginning the "balloon" part wasn't very big, not even balloon-shaped, but natural selection favored the balgalloons with bigger balloons, making it evolve to what it is now. The balgalloon now uses mitosis. It is however still limited to Russ river like its ancestor, the torus balgae, due to the north pole ice. The balgalloon did not replace the torus balgae; however, Membranae infinitus was replaced in Russ River.
